Now that level cap is removed from quests(and hopefully stay that way), File Island quests is an alternative to leveling now, but still have level requirement and clovers still have a cap of 90

Alternative Way

Leomon Raid

Leomon (Raid) in Lost Historic Site (File Island) continuosly spawns within few minutes on every channel and gives good amounts of EXP, therefore it can be used for leveling a Digimon from Lv 1 until 80s+ without moving areas at all. Combined with +1000% EXP Boosters it is also a pretty good place to level Tamers.

Here you'll learn how to lv in one day from 1~99 (if you use Experience boosters)
NOTE: The number of boosters is not 100% depends on your attack power and attack speed.
NOTE: Remember to level in a full party.

- You can leave maze entrance at any level between 65 and 70, I recommend leaving when booster effect is gone. Same at Waterfront.
